Organisation of a panel on “Local governance and policy implementation for human development in time of crisis” during the HDCA Conference 2014

ARCO Lab participated at the Human Development and Capability Association (HDCA) 2014 Conference in Athens, Greece – 2nd-5th September 2014.

In particular, ARCO’s Strategic Unit on Local Development organised, in collaboration with the UNDP ART Global Initiative, Oxfam Italy and the Assemblée des Départements de France (ADF) the following panel:
Local governance and policy implementation for human development in time of crisis”.

The panel was held on the 3rd September 2014, with more than 30 participants attending it.
The general aim of this panel was to discuss theoretical and empirical insights regarding the potential for local governance and policy implementation to challenge standardized place- and time-neutral approaches in order to promote place-based human development processes. In particular, the panel focused both on a) the elaboration of theoretical frameworks able to embrace the structural elements widening/restricting a policy-enabling space to foster sustainable human development at the local level; and b) the empirical experiences of practitioners (the international NGO Oxfam Italy and the Assembly of French Departments – ADF) in emerging and developed countries where local governance mechanisms have contributed to foster the promotion of social inclusion, gender and ethnic equity, collective rights and conflict prevention/management in time of crisis.

The panel was chaired by Prof. Mario Biggeri – University of Florence and Fellow of the HDCA.
