Context

The Rel.Azioni Positive Cooperative was founded in 2017 on the basis of the experience gained in approximately 27 years of activity within the Associazione Centro Veneto Progetti Donna (Veneto Women’s Projects Association) to respond to new and different needs for initiatives, activities and services to be provided to the local area in the field of preventing and combating male violence against women.

Rel.Azioni Positive shares and embraces the aims and mission of the Centro Veneto Progetti Donna. The cooperative therefore aims to work to prevent all forms of violence against women and their children through an integrated, effective and professional approach, identifying new courses of action that reduce the risk of recurrence and enable timely intervention even in situations where violence is not overt, including situations of serious conflict within the couple and relationship difficulties.

Their mission is:

  • to develop and promote a new collective awareness that is non-violent and free from stereotypes;
  • to combat male violence against women and their families through interventions that promote and support victims;
  • to promote self-determination and independence for women who escape from violent relationships.

 

General Objective

As part of the professional development of operators and the need to monitor and evaluate the effectiveness of care interventions, the CAV has involved ARCO in a training course for the development of a feminist Monitoring and Evaluation (M&E) framework.

The programme was then enriched with support for the creation of a monitoring and evaluation system for the “Network Protocol for Combating Violence against Women”.

 

Our contribution

ARCO Researchers team was involved in:

  • Training operators on Monitoring and Evaluation and Feminist Impact Assessment: an online training course, strongly desired as part of the operators’ upskilling in multidimensional sustainability. The course, divided into three sessions, addressed: the meaning of a feminist Monitoring and Evaluation system, evaluation methods and approaches, impact and impact measurement, evaluation tools to understand the impact of care, women’s empowerment pathways and awareness campaigns.
  • Consultancy for the structuring of an M&E system to monitor and evaluate the process and effectiveness of the “Network Protocol for Combating Violence against Women”.

Signed in 2021, the Protocol includes the main institutions in Padua (municipalities, prefectures, police headquarters, courts, universities, etc.) and is divided into three working groups: “Prevent and Promote”, “Support and Assist”, and “Protect and Prosecute”.

In a participatory process, ARCO co-defines the process and outcome indicators, data collection tools, and M&E matrices.

Institutions included in the protocol: Municipality of Padua (lead partner), Prefecture of Padua, Padua Police Headquarters, Provincial Command of the Carabinieri, Ordinary Court of Padua, Public Prosecutor’s Office at the Court of Padua, Juvenile Court of Venice, Public Prosecutor’s Office at the Juvenile Court of Venice, University of Padua, Regional Education Office for Veneto (Office V – Territorial Area of Padua and Rovigo, – Padua Headquarters), Azienda Ulss 6 Euganea, Padua University Hospital, Province of Padua, Equality Councillor for the Province of Padua, Conference of Mayors of Azienda ULSS 6 Euganea, Committee of Mayors of the Alta Padovana District, Committee of Mayors of the Padova Sud District, Committee of Mayors of the Padova Bacchiglione, Terme-Colli and Piovese District, Veneto Women’s Projects Centre (provincial anti-violence centres).
