Context
The projects “No More Violence – REAMA in Action” and its continuation “No More Violence – Supporting all women” represent the strengthening of the work that Pangea has been carrying out since 2018, through the national anti-violence network REAMA, for and with women that are victims of gender-based violence in the city of Rome. In particular, these projects allowed the implementation of two important service:
- The Casa Pangea complex: an emergency shelter set up in two properties confiscated to local organised crime, located in Municipio XV (Rome). These structures house women victims of violence, regardless of their nationality. The emergency shelter has been designed to accommodate women and their children for a maximum of 72 hours in the very early stages of the process of leaving a violent situation and, in parallel, the shelter aims to provide immediate protection in potentially risky situations, even in the absence of a report by the police or the requirements needed to access a women’s refuges.
- The Legal and Social-Healthcare Helpdesk for Migrant Women: the help desk operates through an intercultural gender approach and allows to collect the needs and experiences that go beyond beneficiaries initial request. The beneficiaries’ requests in many cases have to do with situation of gender-based violence experienced in their home country, during their migration route or in their country of arrival.
In general, the aim of the intervention was to give women that have experienced gender-based violence, including migrant women, access to quality services capable of providing specific and specialised support to help them embark on a path out of violence and/or towards empowerment.
General Objective
The M&E and Impact Assessment Unit was involved in conducting the final evaluation of the project, focusing in particular on the two new services that had been launched.
Our contribution
The evaluation methodology was designed to capture the changes generated in the beneficiaries and main stakeholders, favouring a participatory and qualitative methodology combined with desk analysis of the documents produced within the project.
The evaluation, based on the OECD-DAC criteria of relevance, coherence, efficiency, effectiveness, impact and sustainability, included field missions and, in addition to the narratives of the operators, prioritised the emergence of women’s voices, where possible directly, with a view to empowering the beneficiaries and with a feminist lens of analysis.
The ARCO team paid the necessary attention to the ethical nature of data collection, eliminating the risk of secondary victimisation, paying attention to the selection of respondents and the safety of interviewees, using an empathetic approach and active listening without prejudice.
