CapDeL: Incubation process for associative projects in Algeria

Context
The incubation process of the associative projects aims at strengthening the skills of the local civil society actors within the CapDeL Programme for the development of a participatory and inclusive local governance in Ageria.
The current socio-economic framework creates the need for profound changes for all countries and in particular for those that, like Algeria, are facing several challenges at the same time: the excessive dependence on hydrocarbons, the challenges posed by a young population and growing, climate change, sustainability problems etc. CapDeL fits into this framework trying to promote a transition towards sustainable development at the local level thanks to the participation of local actors, the political will and the skills of the Algerian institutions and the expertise made available by UNDP.
The CapDeL Programme has therefore opened a funding call for association projects in the pilot Municipalities – Gzahouet, OBA, El Khroub, Messaad, Timimoune, Djmila, Djanet – to stimulate the creation of integrated and sustainable local development projects in order to guarantee the strengthening of the capacities of the associations to elaborate projects, especially to request in the future new financing.
General Objective
The general objective is therefore to provide associations with new knowledge and skills in the field of elaboration, assembly, start-up and management of associative projects. By equipping local associations with the tools necessary to answer the CapDeL call, they will be able to use the same tools and similar procedures to respond in the future to calls for bids by other entities.
At the same time, the programme of incubation of the associative projects aims at building new partnerships between local associations and their national counterparts in order to develop a structured cooperation for the whole duration of the project.
The incubation process for associative projects promoted by CapDel ensured the preparation and financing of 8-16 projects. Of the 16 participating associations, those that completed the course and obtained funding were 11.
Our contibution
ARCO Researchers, together with FELCOS and COSPE, involved the participating associations in an incubation process divided into 3 sessions. Each of the three sessions had the aim of structuring the skills in the elaboration and management of the projects and in the creation of strategic partnerships.
Session 1 – Algiers from 11 to 15 November 2018
Session 2 – Algiers from 9 to 14 March 2019
Session 3 – Algiers from 15 to 24 July 2019
At the end of the incubation process, the 11 projects presented, which stood out for their ability to stimulate participatory and inclusive development, were approved by stipulating a financing agreement with the CapDeL donor.
